for anyone who's still unsure of the new rules, here are key points of the new system:


Quote


- Clubs register a squad of up to 25 players, which must include at least eight 'home-grown' players, at the end of each transfer window.

- Home-grown players do not have to be English; home-grown players are defined as those who "irrespective of nationality or age, have been affiliated to the FA or Welsh FA for a period of three seasons or 36 months prior to 21st birthday"

- Clubs can supplement squad with unlimited number of players under the age of 21.

- Changes can be made only during transfer windows, although in exceptional circumstances (eg goalkeeping injury crisis) moves could be allowed.

- Players loaned to Football League clubs cannot be replaced, but can regain their spot on return to parent club.

- Rules apply only to Premier League matches, not European, FA Cup or League Cup action.


- First deadline is 1700 BST on 1 September (24 hours after end of August transfer window).

As Chelsea's squad stands today, (It could have changed by the time you read this!), we only have 5 "Homegrown" players. Terry, Lampard, Cole, Turnbull and Mancienne. That will only change with transfers (in or out) for this season.

With the 17 "others" allowed, this means Carlo can only name a squad (Of players over 21, we'll get to that in a minute), of 22 players. If we had 8 homegrowns he could have (obviously) named a squad of 25.

Players born after January 1st 1989 are not included in the new rules, so for Chelsea this means players like Sturridge, Hutchinson, Bruma, Borini, Kakuta, Sinclair, Di Santo etc, can be added to that 22-man squad with no restrictions.

So, not ground shaking changes this year, but something to keep in mind for the future when Lamps Terry or Cole move on for one reason or another. The more immediate effect, in my opinion, will be the sudden rise in value of these "Homegrowns". Clubs will be reluctant to let them go, (Mancienne?), and/or will price them far higher than before the rules took effect.

It will be interesting to see what 25 squad players will be finally nominated.

We need to bring in some of our youngsters.

Two young foreign players such as Ramires and Luiz would be a wonderful addition.

We also need a replacement backup keeper who is capable of putting pressure on Cech.

Looking forward to the start of the season.

So far, it appears Man City is the only club that has really attempted to strengthen its squad.

The idea of Luiz doesn't appeal to me, the idea of any new defender doesn't appeal to me. Why would it be wondeful when we have Alex, Ivan, Terry and Bruma. We could also have Riccy if Real don't come in for him, if Bosignwa comes in again im pretty confident to have Alex, Ivan, Terry and Bruma as our CB's and there is no need at all to spend.

Randy, He doesn't have to name a 25-man squad, because of our limited "Homegrown" players. He will probably name a 22-man squad, the 5 'Homegrowns" and the 17 who aren't. The youngsters (21 and under) are not included in the rule at all, he can include as many as he wants.

For instance he could name the 22, then also include Sturridge, Hutch, Bruma, Kakuta, Borini and Sinclair for a 28 man squad and still be well within the new rules.

Edit; Seeing as we now have 17 "Non-Homegrowns" any move for more (such as Luiz or Ramires) would mean someone being dropped from the squad. As of right now I'm including Deco in that 17, if (when?) he goes back to Brazil it'll open another "Non-homegrown" spot.

Mikel born on 22nd April 1987

For the 2010/11 season U21 player is defined as born on or after Jan 1st 1989

Going by the same analogy,

2008/09  -->  Jan 1st 1987 --> Mikel is U21.

Three full seasons 06/07 07/08 08/09 before he turned 21 which does mean he is HG or is it ??

No he's not.

The rule for HG players is that they must have been registered to a club in the English (or Welsh) FA for three full seasons or 36 months before their 21st birthday. Lynn Transferred his registration papers to Chelsea in June of '06 less than two years before his 21st.

I expect that Deco is only being held on to until we sign Ramires.  My guess is that we have a deal agreed for Deco already but we're just holding him until we sure we have a replacement for him in the 17.  If we are truly after Luiz, it could be the same case with Carvalho.  Carvalho has already said that Chelsea agreed to let him walk this summer.  Again, we may just be holding him until we are sure we have a replacement for him.

New rules state there is now a max squad of 25 players, which must contain 8 homegrown players, however under 21 players are unlimited.
Not too sure how our squad needs to be, to comply with the new regulations. how many places are actually left to bring in replacements for the recently departed?
Our current squad over 21 is:
(Homegrown in brackets)

Cech Hilario Turnbull (1)

A Cole Terry Carvalho Alex Ivanovic Bosingwa Ferreira(2)

Zhirkov Essien Lampard Mikel Malouda Benayoun Ramires?(1)

Drogba Anelka Kalou

This means we have 16 foreign players and 4 homegrown, presumably the english under 21 players count towards the 8 homegrown i.e. Sturridge, McEachran, Mancienne and Hutchinson, so therefore would also be registered in the 25.
This gives us a total of 24, with 1 place left to sign a foreign player.

If we were to sign a foreign player under the age of 21, e.g. Neymar, would they be classed as the 25th player or in the same category as a Kakuta, Borini, Matic etc?

The main reason for me asking is with Deco leaving, I think we are 2 players off having a good enough squad to win the champions league.

Would love to see us sign Neymar, and also bring in a quality attacking midfielder, preferably Ozil, but I'm open to suggestions!

Ideally these last 2 players need to have enough quality to be in the starting eleven, but not be too big, to sit on the bench. In terms of progression, ahead of matic, but behind lampard!

Matic is 22 big blue, so we don't have any space for an over 21 foreigner with our current squad. If we include Ramires then we have the 17 maxed out.

We should dump Hilario and get a homegrown keeper. Hilario isn't very good and a homegrown keeper would free up a roster spot.
