I've been playing this game on my mobile (again) for about a week.  It's a fun game.  What happens is that Homer causes the Springfield Nuclear Power Plant to blow up, and it's up to him to rebuild the town.  As each level approaches, you're able to add more buildings (and thus stores and restaurants), as well as characters, into the mix.  You can even visit other peoples' towns!  You can play this on both Android and Apple devices (not sure about Windows). It's free to download on the Google Play market (You might have to pay with Apple).
