Not when they are stopping a clear situation of advantage for the countering team, City could have got onto a superiority situation if it wasn’t for the foul. He was lucky it was in City’s half and quite close to the line, had it been more central and on Liverpools half, it could have been a red. Also, we all know and have suffered the standards of the PL refereeing, so I am not going to give the scousers a reason to complain when the ref was right on this one.
