Just wondering , if it's supposedly illegal to sell Football tickets above face value, then why are there several agencies online selling tickets for the cup final for £400 or so ?

Because somebody sold them their tickets and that's where they think the market is.   Painful but it's going to happen and I don't see any real action to clamp down on it.
