Of course they are, even the police, prosecutors and judges have discretion as to what constitutes a crime, but not a ref? There is the necessity of discretion which is blindly obvious because it's not a maths equation on a squared sheet, a ref has to "interpret the rules" and apply to the situation which by its very definition gives him discretion, so it's not now it's always, and yes they are w**kers but that's neither here not there they have to apply their judgment/discretion/interpretation, that's their very reason for existing, and in this case wasn't a pen, city or UTD might have got it but it wasn't a pen mate.
