Nowadays it works a couple of different ways but both involve the inevitable money. 1) Parents pay for the privilege of having their kids as mascots 2) Game sponsors offer the option to some of their clients. This happened a few yaers back to a work colleague of mine whose daughter got to lead the Southampton team out on a televised game. The irony was she didn't even support the Saints as the family follow the gooners. In other words, option 2 often means the mascot doesn't even support the club.
