Presumably? If you'd bothered to follow either link and read either or even both of the discussions, you'd have seen the reports that Romeu is unlikely to be joining us for a while because he's currently away on international duty with Spain at the Under 20s World Cup. AVB on Romeu:

As for Courtois, it's true that he hasn't agreed terms, but the deal would appear to be done and dusted, and when the deal is finalised he's on his way to Atletico.

McGarry has been saying for sometime that there are two targets we've been after who haven't been publicly revealed yet. Now one of them may have been Romeu, but that would still leave one target unaccounted for.
