Complete nonsense. Costa and Matic in that first 14 and replaced them with players who have to prove they're better (hopefully they are). We lost Terry and Zouma and replaced with Rudiger and Christensen. We still haven't upgraded at both wing back positions like we knew we should and seemingly planned to do. We have 3 CMs atm compared to 5 last year. Reading your post, one would think we added to the squad and no one left at all. Take off your blue tinted glasses for once.
