I think he means if they are athletically sound their individual skill level isnt needed to be as prolific as say a playmaking midfielder or a striker, if the latter are technically poor they will get found out, you could take a centre back who is average in one team and make his look very good if he has the right pairing and coach in a well drilled defensive unit, Garry cahill has got away with being sub par for years because of JT's tutorage during the game and the protection of the DM in front of him, I dont think he means any old guy can be the best, but you can pair an average CB who has the ability to follow instructions well and have him do the job, if he is athletic and quick all the better, the example I gave was the Iranian defence against Argentina, they were so well drilled as well as being big athletic lads that they kept out the best attacking like in World football for 90 minutes,
