Only reason I can think of is his age.
He's 31 this year and the club famously don't like giving over 30's big contracts.

It's mid-season, so sign him on a one and a half year deal.  31 isn't even that old (I'm just saying that because that's how old I am :P), and really he should still technically be in his prime.  Coming towards the end of his prime, sure, but he still has a lot to offer.  Not that I think this will even happen, but it's nice to dream.
