I believe so. No stopping allowed. Some guys play fast and loose with that rule. I think the refereeing on penalty kicks is universally atrocious. No consistency whatsoever on keeper movement off the line, and the kicker is never penalized for stopping.

For a string of bad penalty kicks, watch Brazil's penalty shootout in the recent Copa America. Flat out embarrassing. None made, 3 of the 4 miss the goal. The last miss is stupendously awful penalty taking, and includes the illegal full stop.
