Shaking his Coffee beans means he was giving the w**ker sign and "on the bugle" (if thats spelt correctly) means he had been putting an illegal substance up his nose.

I'm pretty sure 'On the bugle' used to mean somebody was stinking but it has been a long time since I have heard it used in that context.

You know......... the "Nescafe shake" or the "Shake and Vac" to put the freshness back.

As L&P is saying its a rude gesture but in football and between supporters its banter.....
