Bulgarian champions CSKA Sofia have been excluded from next season's Champions League after failing to meet licensing criteria.

"CSKA will not participate in the 2008/2009 UEFA's Champions League as this is a final decision," the Bulgarian Football Union (BFU) BFU said.

CSKA won their 31st Bulgarian league title this season and earned a place in the Champions League's third qualifying round but could not meet the BFU's Licensing Commission conditions.

The club owe money to the National Social Security Institute, National Revenue Agency and creditors.

CSKA become the second club to be excluded from next season's Champions League after Porto were thrown out earlier in the week.

UEFA said the Portuguese champions tried to influence the outcome of matches by allegedly bribing referees in the 2003-2004 season - the year Porto won the trophy.

that is disgraceful. so they cheat and get demoted. they complain and only lose points. they finish outside the euro places but sneak in via the back door. and yet people tell me theres no corruption in italian football anymore! unbelievable.
