What kinda stupid question is that? What have Willian and Pedro done this season that warrants them starting every single game over CHO. Whether or not CHO is better than them (which he is) it's more helpful to the club for him to start. He can only get better, the other two won't and can't get better. He played 6 minutes against a sh*te team, while Vinicius and Sancho are starting in the champions league. It's inexcusable.
