All 20 Clubs must include eight Home Grown players out of a squad of 25 for that Premier League season.

A Home Grown player will be defined as one who, irrespective of his nationality or age, has been registered with any club affiliated to the Football Association or the Football Association of Wales for a period, continuous or not, of three entire seasons or 36 months prior to his 21st birthday (or the end of the season during which he turns 21).

Clubs are able to supplement their squads with unlimited additional players under the age of 21 on 1st January in the year in which the season commences.

Changes to the squad list of 25 may be made during the period of a transfer window. So Clubs must declare their 25 at the end of August when the window shuts and then again at the end of January.

It's important to focus on the "irrespective of his nationality or age" aspect. For example, Cesc Fabregas will count as a home-grown player for Chelsea based on his time with Arsenal—he joined the club at the age of 16 and spent eight seasons there—which will come as a major relief to Chelsea.

After all, the Blues are one of the teams struggling to fulfill their quota this year with Ashley Cole and Frank Lampard departing.

According to Martin Lipton of The Mirror, "Jose Mourinho will have to promote from Chelsea's academy this season to avoid running out of players.

The fact that their Champions League roster has been trimmed to 21 players due to financial fair play sanctions hasn't helped.

I don't understand that last bit, we haven't been sanctioned have we, I thought it was just city?

Sorry and I know why it is being read in the way it is but in season 2014/15 for a player to be counted as an UNDER 21 year old has to be born on or after 1 January 1993. Its important to take into account the word under.

 

So for instance the likes of Sala who was born on 15 June 1992

 

In season 2013/14 the cut of date was  1January 1993  he was 20 and ok.

 

In 2014/15 as at 1 January 2014 he is 21 so isn't UNDER 21 on  the 1st of January in which the season commences (ie 1/ January 2014) as he is indeed 21

To qualify as home grown player you have to have been registered with a club based in either England or Wales.

 

So a player out on loan for a year in France or even Scotland cant take into account any loan period to that club.

 

Some say its  against EU rules but the fact that they go out of their way to say a player can count as HG irrespective of were that player is born

How does it work with young players loaned out to clubs in other countries?

They have to spend 3 seasons between 16 and 21 in English football in order to be classed as homegrown.

The champions league also requires some players to be club trained, which is a player that has spent 3 seasons with the club, any loan period will be deducted, home or abroad.

So while a player is loaned abroad, they aren't building up homegrown or club trained status.

However, it doesn't have to be consecutive seasons. So someone like baker for example, spent 2 seasons with us since he turned 16. He could go on loan abroad for a season, and then come back for year, and still meet both premier league, and Uefa requirements.

Because we are running short on homegrown/ club trained players, I think the likes of ake, chalobah, baker, and Christiansen, will be integrated into the first team faster than we have seen before.

Not true. 8 places are reserved for homegrown players that's all. Any club can choose not to include any homegrowns, that just means that their max squad size is 17 instead of 25.
