Chelsea, Manchester United, Manchester City, and even Tottenham Hotspur are all run like football clubs because their owners and board make decisions and make signings that benefit the club and that enable the club to remain competitive. Arsenal on the other hand are run like a business where the name of the game is not to be competitive but rather to cut costs and pinch pennies. I'm sorry if this rubs people up the wrong way but this is why I'm still slightly gutted that Tottenham didn't make the Champion's League this season.
