It's quite simply down to the efforts of the team over the course of 38 game season. Costa's goals were important but no more important the person who passed it to him or the person who stopped the attack prior. You're obviously not reading the article so I will spell it out for you now. Klose thinks it was a penalty. Klose came to that conclusion from seeing the footage afterwards. Therefor, Klose made is opinion the same way I and anyone else watching it on TV came to their opinion. He never said he knew instantly on the pitch and even if he did, that's fine, I've explained to you how you can't always be sure if somethings happened in situations like that. To your latter point, I think it looked ugly last night, really really ugly that our team would have players that do that. I guess that's why I feel so greatly about the issue because I don't like seeing it and I'll call it what it is when I see it.

Well yeah the commentators said something along those lines but the opposite for offside. Basically never call offside and let the play continue to see if a goal is scored, and if it is then they have time to review the offside.

So here's where I think some people might be confused. The ref doesn't need to stop, make a signal, draw a box with his hands or speak into the microphone for VAR to be used. The VAR ref looks at every decision as the game continues and then notifies the onfield ref when it's possible to do so.
