well you cant force a player at gunpoint to sign a new contract. who says we havent offered them a new one? weve probably offered some reduced contracts in case we fail to offload the players but i cant blame the players for not signing them

not signing a new contract makes it far easier for them to sign for a new club. if they are free agents they have more choices where to continue their careers and also clubs are able to offer better contracts since they wont have to spend on the transfer itself
