Lucas has been regarded as the top target of Chelsea manager Andre Villas-Boas, who has exhausted every avenue in attempting to persuade Sao Paulo to agree to a deal over the last few weeks. A few days ago sources put the club’s chances of signing the Brazilian international during this window at “no more than five per cent†and it is now believed Chelsea have decided against making an offer. Sources in Brazil claimed on Wednesday that Chelsea, who face competition from a host of Europe’s top clubs including Inter Milan, had offered €35 million (£29 million) for Lucas but it is understood that no formal bid has been submitted this month.
