He certainly can.

Ajonijonconsicueta (not sure of the exact spelling?) is of Congo/Spanish roots and is a defensive midfielder who has plied his trade in Africa from an early age and later moved to Russia when he turned 15. He is best known for his tough tackling and up until last year, he had the best return rate (according to Opta) with completed tackles and interceptions compared with the more established players.

He'd certainly be worth a try, no idea on his valuation.
