November 1, 201510 yr Yes it was 'adopted' during the World war II, its not a propaganda, its was saying used to warn soldiers against careless talk. Its real origin is unknown as no one as yet laid claims to it but its rumored to be a sailors' quote. Despite that it warns against careless talk which was what I referenced it to.
