It's the clubs decision what the transfer fee is.  Stupid not to take for that money.  I wonder what the wages are tho...probably far higher than we would pay.  And he gets to play more...

Can't blame him, bang average player near the end of his career, he'll be set for life after a few relaxing years in the Chinese league.
