The key points are

Sorry Loz, I am confused as hell by the wording of all this. It seems that the "under 21" thing is not relevant to the players age at present, but just that the player would need to have had 3 years of time in England/Wales before the age of 21. Anywhere

I like the spirit of this rule and it will be easy to comply by. It will, hopefully, force the club to play guys like Hutchinson, Stoch, Di Santo (realize Di Santo still wouldnt qualify actually) rather than keeping them on the fringe, and when we buy talent, hopefully it will be English

Are you saying that the "under 21" clause and the "not home grown" clause are to be taken in combination?

I don't think it will affect us that much in the short term. The rule means we need at least 8 English-grown players or players under 21. Off the top of my head, we currently have :

1.Lampard

2.Terry

3.A.Cole

4.J.Cole

5.Turnbull

6.Sturridge

7.Hutchinson

8.Mancienne (possibly)

9.Di Santo

10.Stoch (possibly)

11.Sinclair (possibly)

Even if we don't get back any of the loaned-out players, we still cover the quota.

So then being under 21 and homegrown means f all then? If a club has an under 21 player that came through the academy, they cannot be counted towards the 8? That cant be, because then we wouldnt have a hope of making this rule with the current squad

Unless that quote, and its added emphasis just misinterprets Scudamore's clumsy wording.

If the under 21 player has been at the club for at least three years before the age of 21, he counts as a club-trained player and if he has been playing in England for at least three years before the age of 21, he counts as an association trained player, both of which count as homegrown players, but you just need to have certain minimum amount of club-trained players registered for UEFA competitions. That's how it is with the UEFA competitions and I assume that it is how it is with the Premiership as well.

Depends on where they have played before the age of 21. If a Scottish player has moved to an English club and has been playing for that specific club or at an English club for at least three years, then he counts as a homegrown player. At least that's how it is with UEFA competitions. EU says you can't base such limits on nationality, but on where the player has played before he turned 21. The nationality of the player is not relevant. We could sign a young Scottish player and a young Korean player and if both have been at the club or at least playing for another club in England for more than three years before they turn 21, they both count as homegrown.

It's a grammatically correct expression, moi. I use "their" to avoid specifying gender, which is what you do when you use "one". :D

The article on soccernet actually proves my point, I think. If we and the Scum are the ones with the least allowed number of foreigners, then there is no way on earth Arsenal have more than us ( I counted 4 home-grown players on their current squad ). Which means under-21 players don't count towards the 17 allowed regardless of country of training.

okay, thank you. That was my understanding of it. But that Scuadmore quote makes it seem like there are two quotas to fill: "homegrowns" and players who are under age 21.

So let me get this right.

the FA says you need to sign young players so that they'll have put in 3 years by the age of 21, and FIFA are saying it's a crime to sign teenagers. Doesn't seem very consistant to me.

What ill exactly is this supposed to cure?

So what happens in the case of Di Santo who signs for the club at 19. He coulds under the number till his 21 and then loses his status after that because he didnt get the prerequesite 3 years?

This rule is a bit of a w**k and will only weaken English domestic football with no real benefit for the national team.
