Why be shocked about something you don't know what went on?  Perhaps there were no takers for Pedro, perhaps Boga didn't want to come back, certainly not after considering what you suggested about moving him again, perhaps Sassuolo didn't want to let him go.

He has a a low buyback clause in his contract though till June 2020. Well we have prior history of sitting on our hand when it comes to activating buyback clauses, and we certainly are lack some creativity which he has in abundance.

Boga did say last year that he was open to coming to back if the opportunity arose and suited both parties. As for Pedro considering Barca were scrambling around looking for winger & a forward in the market, it would have been the perfect storm.

It'd be crazy not to trigger the buyback clause. 

With Pulisic, Odoi, potentially Ziyech or in the best case scenario Sancho he would be unnecessary.
