Probably just right now but by this time next year, I can't see that being the case. Cazorla is playing well in a very poor Arsenal team. Really is a toss up between the two at present, but Hazard will fair exceed the ability of Cazorla

In my personal opinion Cazorla has been better over the whole season, so yes. But as said it will be different next season I have no doubt.
