I think because of Costa still not being fully fit Remy is being well looked after. If Costa was out for a long time we will need Remy. I think in the City game everyone could see how their players were out to ruff up our players and Jose probably didnt want to take the risk of Remy getting injured. Also Drogba is a very good defender and that was the plan when he was brought on. Defended set plays and play the long ball for Drogba to hold up at the other end.
