The top part seems to apply to the cache of transient graphics and the bottom half, wrongly, forms a link with streaming of content. The fact is, you can only stream if you intend to keep a LEGAL copy of the content.

 

I don't disagree with you that both hosting unauthorised content and providing links to unauthorised content is illegal - it seems though that persons watching it will not be held liable for the copyright infringement. This seems fairly rational if you consider the position of a person hearing content from a pirate radio station.
