why would you report a shop lifter, but not someone's ip address who you believe might be streaming?

Just because you can get away with something does not make it right ( as I said, rioters mentality ) , but it's a question of enforcing. If I witness someone stealing then it's a simple case of proving they have that item and have not paid for it. Streaming is a difficult thing to enforce, for lots of different reasons - read up about Kim Dotcom for an example of this. Despite the fact he put loads of disclaimers on his sites he was held responsible because it was easier to nip it in the bud at the host level than at the client level. To some degree that is the same with cannibis use.

If I could report someone and had confidence that it would lead to something being done then I would, same as I would report someone stealing something from a shop you might happen to own.

In the desktop version, click on your own name in the top left corner, choose Manage ignore list (or something like that), and type in the name of the person you want to ignore. If you tick all the boxes, you will never see or receive anything they write.
