A Scoping Report has been submitted to Hammersmith & Fulham Council by Chelsea to establish the environmental impact that any proposed development might have. It's one of the first steps before a full planning application is submitted. It's interesting because it describes the proposed new stadium (no images yet - they'll be in the full application).

Preferred Scheme Description.

 

General Description In summary the preferred scheme comprises the demolition and comprehensive redevelopment of Stamford Bridge Grounds to provide a new 60,000 seat football stadium (Class D2) with ancillary stadium-related uses including club shop, kiosks and museum (Class D2); retail (Class A3); together with the construction of structures to form platforms over sections of the District Line adjacent to Fulham Broadway Station to the north-west and the Southern mainline to the east to provide an enlarged concourse area; new pedestrian access from Fulham Road; car parking; landscaping and related works. In demolishing the existing stadium and other associated buildings and constructing a new stadium on the same site the owner is seeking to increase seating capacity from 41,840 to approximately 61,000. The new stadium will be positioned around the football pitch. Given the constrained nature of the site, ‘platforms’ will need to be constructed over the District Line at Fulham Broadway Station to the north-west and the Southern mainline to the east to accommodate a slightly enlarged stadium footprint and to provide sufficient circulation space around the stadium through an extended concourse area. A number of existing ancillary uses on the site will be re-provided as part of the new stadium, including the megastore, car parking, club museum and a cafe. The two existing hotels on the site (Millennium & Copthorne Hotels) will not be re-provided as part of the proposed development. A floorspace schedule for proposed ancillary uses, and the anticipated hours of operation for the respective uses, is set out below.

There are also currently 37 private residential apartments in the ‘Chelsea Village’ complex within the site that will be reprovided off-site. . During non-match day periods, pedestrian traffic will continue to access the new stadium via two existing main entrances off the Fulham Road; the Britannia Gate and Stamford Gate. During match days, pedestrian will not only access the Stadium via the main entrances, but also from the Bovril Gate (away supporter only), and from new access points off the Fulham Road and from Fulham Broadway Station via the new platforms. There is an existing public car park of 276 spaces under the current stadium. There is no on-site parking made available to supporters. The underground car park will be re-provided as part of the new stadium design; 185 parking spaces will be provided under the current proposed scheme. The topography of the site varies, with existing site levels ranging from approximately 2.60m AOD in the north-east corner to approximately 3.60m AOD in the south-west corner. Street level along Fulham Road, at the main entrances, is higher (4.20m AOD at Britannia Gate and 4.90m AOD at Stamford Gate), with access into the site gently sloping down towards the stadium. Existing site levels within the site will be raised so that there is level access into the stadium from the external concourse area at ground floor (LvGF) to the north and south (5.77m AOD) and west (5.098m AOD), and at L01 from the east (9.80m AOD).

 

Estimated demolition and construction times.

 

Construction Period The construction period for the new stadium will be 4 years, commencing May 2016 commencing with the platforms over the railway lines and the new stadium development in May 2017 following the close of 2016/17 Premier League Season, and will take place as a single phase.

Would the new stadium ever make it as the champions league final venue? Isn't the Allianz of similar size?

 

I was told at the consultation that the new stadium will not meet the UEFA criteria for a top stadium and would never be used for a CL final. In fact they specifically stated that the stadium has been designed specifically as our home and as a football stadium and would never be used for any other purposes including rock concerts and other sporting events like boxing.

That's right I believe but as a concern it just doesn't bother me. Much more important to have a big beautiful new stadium to call our own. Just finding a way to fit a 60,000 stadium on such a compact piece of land is a miracle in my view.

Dunno....season ticket places are the same, looks like we will get about 4,000 extra members places the bulk of the increased attendance is in corporate.

The "members club" may not be corporate but it won't be for the likes of us....and one of the original paint sters who went to the exhibition was told it was 15,000 corporate, so that's about right including the new "members club"....

I'm sure you're right. Club Wembley seats currently cost around £2,064 inclusive for around 12 events a year. At the Emirates it's between £2,910 for a Corner 'Club Level' seat to a whopping £5,755 for one at the Halfway Line. This just entitles the member to a seat to every home game, a programme and a 'complimentary' drink at half-time as well as access to some exclusive bars. If they want a meal at each game then there's an additional charge of between £1,840 for a buffet to £6,580 for a 'WM Club Booth' and no doubt a very, very posh meal. So the best seats plus the poshest food adds up to £12,335 a season.

 

As a comparison, we appear to be planning 6,089 of these seats at the new Stamford Bridge while Arsenal are offering 7,139 Club Level seats in total. However, while Arsenal only provide additional 2,222 'proper' corporate seats in their stadium, Chelsea are proposing 10,431. Unless our definition of 'Club level seating' is very different from Arsenal's the level of non-standard seating at the new Bridge will be much, much higher than at the Cameldome. And somehow the club think they could sell those seats. I think they may well struggle.

I understood that under Ken Bates, he could not make the ground bigger because of the lack of exit points from the ground. You can only get to it from Fulham Road, and the authorities did not like so many crammed on one road. The ground is blocked in by the tube line, cemetary and school. There was talk of a walkway bridge over the railway line or cemetary to seagrave road, but it was not feasible. can someone explain how the club has got around this? Did the local authority relax their objections about the crowd numbers using  Fulham Road?

 

One other thing, the hotel and flats will be knocked down. So residents and fans who bought flats, will they be re imbursed at current market rates? Or their lawyers/estate agents may negotiate more than the what the club was expectin to pay out?

The main way the 'egress' issue is being tackled is via this direct walkway from Fulham Broadway straight to the ground which could result in Fulham Road itself being much quieter despite 20,000 more fans attending matches. There's no official indication of the local council's views on the proposals as yet because there is no planning application but it would seem that they are being more co-operative than previously. 

 

As for the flats, the consultants made it quite clear that they wouldn't be pursuing compulsory purchases (I've heard some people say that it's unlikely they'd be granted anyway). Successful compulsory purchases probably would have resulted in sales at the market rate but the intention appears to be to persuade the residents to move. Seems to me the best way to do this is to throw money at the current residents and we know anecdotally that some of the flats which were rented out now have Fordstam as their landlord.

 

Incidentally, the scoping report referred to above talks about 'reproviding the flats offsite' which may mean that the club is planning to build or more likely buy apartments for the current residents in the local area. It might get expensive but then this whole project will get very expensive.

It'll all be a matter of ticket pricing. If the tickets are relatively affordable, we will sell out almost every game. If they are very affordable we will have no problem filling the ground with loud supporters! 

Very true but I can't see the club making tickets that easily affordable. Above all else football is a business these days sadly

City were struggling to keep their stadium full before they expanded. I don't even know why they bothered expanding the stadium really, it seems pointless if they couldn't even fill it up before the expansion. I don't think Chelsea will have the same problem, Stamford Bridge is pretty full as it is now, getting to 60,000 shouldn't be too hard. Our fanbase has grown massively since the arrival of Roman.
