Yep. Not only are there far more top teams but mid table teams can cause upsets a lot of the time and teams fighting for survival are very very difficult to play.

To be fair to City and Pep, watching City this season hasn't half been enjoyable, Pep has certainly brought in a very entertaining brand of football... 

Cock ups, terrible defending and goalkeeping howlers will never get tiring to watch. 

I might get shot for saying this but Pep comes across as a decent guy. Doesn't moan or complain, congrats the other team and is generally quite honest.
