If there is no video evidence backing up what he claims happened with his brother it is down to witnesses and that is more drawn out. At the end of the day he didn't actually hit anyone or appear to strike anyone so I don't expect him to be banned. I do expect some kind of fine though for showing aggressive intent, I mean that's what the standard 'failure to control players' charge is about. You can't do that as a public figure and get away with it.
