But if that we're the case they would publicly announce that said player is not for sale at any price. The bids then stop. This whole scenario and others have occurred because they have given an inkling that the player is obtainable.

Sorry, didn't realise we were talking about Real Madrid... Of course players will want to use Brighton as a stepping stone. They ARE a stepping stone. A season of conference or Europa league will hardly make top talent like Kudus want to sign a 6 year deal with a 250m release clause. As "well" run as they are or seem to be, we were saying the same about Leicester and Southampton for buying cheap and selling high. Where are they right now?
