Could be due to the fact that it would set a dangerous precedent if it was announced or that the FAI are more concerned with lining their pockets rather than helping Irish football so kept it quiet. Both seem likely to me.

In this case money went backdoor to the Irish FA to be spent on who knows what while the players and fans, the people who actually matter, got shafted once again.

I think you've got a point that it for all intents and purposes was a settlement, but it was just handled in an amateurish, obfuscated manner which is the hallmark of FIFA under Blatter. In cases like this a settlement would be declared even if the figure wasn't but Blatter and co didn't seem to feel the need to even say that. The FAI need to answer some questions about this too, because they seem to have pocketed the money without telling the coaches or players which is absolutely disgusting. If they want to call it 'justice' then how about letting the stakeholders (including the fans who had the chance for a once in a lifetime experience apparently robbed from them) know too?
