a quick google and I can only see the Daily Star (LOL) reporting it's a done deal, everything else just reporting their offer being accepted.

From the looks of it we are not the team to sign. Are players afraid to sign for Chelsea or are we constantly lowballing? We have one of the best starting 11 and Conte is the best manager in the league. My math skills are limited but doesn't make sense.
