Seems to suggest that by the parent company CFG holding Lampard's contract he can effectively play for City or NYC FC and might be able to transfer between the two clubs at any given transfer window.

Sounds like a brilliant way to beat FFP in Europe, just have a holding company in another jurisdiction and sign players to that and them move them around as you need.

turns out i got it wrong. CFG is not in a different jurisdiction it owns Man City and the other clubs and appears to be the ultimate employer of everyone involved at MCFC
