Why can't Palmer be the one that takes up the position in the box that Cucurella takes up?

I've said this before, and I understand that Cucurella has been scoring goals for us, but we're worse off overall with him being one of our most forward players in attack. You want to know a possible reason why Palmer's form has dropped off so badly? maybe it's things like this. Palmer is on the half way line whilst Cucurella is taking his position in attack.
