If we don't get this concluded by early June we won't be granted a license to play in the Premier League next season.
May 16, 20224 yr Long Update from Ben Jacobs: The notion of "alarm" in Whitehall at the Chelsea sale falling through is being denied by my DCMS sources. Abramovich has an independent advisor engaging with the government. The sale paperwork only arrived last week. There are still key points to be resolved, though... The big ones are: 1) How the sale proceeds will be handled. 2) Specifics of an appropriate Foundation. This is important because it (potentially) won't be ready upon acquisition. Gov. do want written guarantees funds will go to victims of the war in Ukraine or charitable causes. 3) There is an "uneasiness" (as one source put it) on Camberley being involved in any capacity due to suspected links with Abramovich even in a plan that involves frozen funds. Chelsea can't provide too much due diligence on Camberley to the government. Even Clearlake-Boehly know very little about the company. Raine Group told suitors they didn't have access to significant information on them during the bidding process. There really should be no reason why Camberley should be involved unless Chelsea can show no Abramovich links (unlikely). Funds could bypass Camberley and go straight into the new Foundation, if this plan is legally guaranteed. So again specifics of it become important. But the debt can also potentially be held elsewhere (maybe even in the same place as the sale funds). Or, should that plan fall through, Clearlake-Boehly can take it on at book value. It is NOT thought Abramovich would seek it in full upon sale under that plan. Sources also tell me Clearlake-Boehly see "little difference" between a debt-free or debt-included purchase. Abramovich and the UK Government can also agree to convert the debt to equity. This is actually a simpler solution although it's currently only a fallback plan. These are (and have been for a few weeks) some of the options that have been discussed. It is complicated due to Chelsea's ownership structure. But I am still told the handling of the debt is NOT seen as something that will cause the takeover to collapse... If it did, Abramovich would essentially be blocking the sale himself. And in two (rare) statements to date, he has denied this. There is no reason to doubt he wants to sell Chelsea since his only other option is letting the club go under. He has nothing to gain by this. Clearlake-Boehly are somewhat stuck in the middle. They do have to wait for Abramovich (or his people), Chelsea and the government to resolve this. But it's also not an entirely new problem. And again, given the government only got the paperwork a week or so ago, the current process of approval taking place (including questions/concerns) is still being called "normal considering the unusual and fluid nature of the sale" (as one source put it). DCMS sources (the ones I have spoken to anyway) are still speaking with optimism and denying there is anything unassailable to still complete the sale. And ministerial concern (by some, not all) is seemingly over the timescale, and that is technically in the government's control. Gov. have said during the latter part of the sale process they won't extend Chelsea's special license beyond May 31. But they do have the power to do so. They won't waiver from the current deadline yet, to keep pressure on #CFC/Abramovich... But if Chelsea were genuinely faced with going out of existence, the license would (despite what the government may say now) be extended or amended to prevent this. The difference between the two is the latter would come with stricter terms. The May 31 deadline is naturally a worrying one since it's a few weeks away. But it could still be a fluid one. The other deadline is June 8. EPL will meet ahead of the new season and Chelsea will require an active license by then in order to compete. Abramovich's people continue to maintain he is cooperating with the government and the sale. Hurdles (and still some negotiation) are to be expected, especially in a takeover of this complexity. But a sale is still expected to be completed and, as far as I am being told, on time.

I suspect Roman is pushing to have the money put into an escrow account for now, but I assume that would still not be accessible by him unless all sanctions were waived. So I am not sure why the govt would have any issue with it.

This seems reasonable, and I think the first stage could be completed straight away. If there are sticking points it would probably be over the season stage e.g. what is the charitable foundation etc.

If we fail to meet the deadline then the loser of Huddesfield and Forrest gets our PL spot and we take theirs in the Championship. Simple.

Wouldn’t surprise me if the government are leaking it’s going to be a long process so they can pretend they’re working hard to resolve the situation when instead they’re using it to plan some extra government funded boozing.

There is also a suggestion that the government may extend our special license if details are still being wrapped up. Even though they indicated the deadline of May 31st they have the option to extend if the deal is moving forward.
