Yes, so it's bad data. 

Meaning saying things like

"I know it’s a small sample size but he averages a goal or assist every 67 minutes from the left, truly brilliant"

The club told Bayern to sod off. Frank has made his wishes known. Callum is under contract for another 9 months, Callum could be waiting for his return to the team before making his final decision, from a business perspective it makes sense for him to wait, especially if he thinks he can come back and light the team up, and ultimately increase his value/worth to the club, strengthening his hand against the club and maybe getting an even better deal on the table.

Think there is some truth within those sentiments as people nowadays are much more likely to job hop than stick with a single organisation for the entirety of there career. I understand within football there are differences but nowadays people are much more likely to change jobs at the slightest inconvenience rather than work on any issues they may be encountering.

Alright, I already think that giving him 100k a week before he actually did anything was a good enough deal. So if he really wanted to stay at the club he would have signed a new contract a long time ago!
If he needs all this time for his final decision, he doesn't want to be here his heart is not set on being here! Even mentioning Frankie begging him to sign when he still didn't do it is a big sign! How much does he want? 200k per week after showing some promise? The manager having his face tattooed on his neck?

I mean if this whole talk about him waiting for his options and wanting a bigger deal, or to increase his value, if all that isn't a proof of him being vastly overrated at this point I don't know what is.

With all the money out there, the blatant public tapping up of players, and all the members of their entourage telling them how much they could be getting elsewhere, payers heads are spinning as if they were in The Exorcist.  

Reasons he hasn't signed are nothing more than straw grasping.  PR Reasons?  No.  Release of the 3rd kit?  No.  Waiting for him to come back?  He's close enough where it could be announced.

Hope I'm wrong, but it's more likely than ever that his brother/agent will steer him to Bayern once BM see that he has totally rehabbed.  This will all kick up again as we get closer (and into) the January window.

Not bad data, accurate data based on CHO’s (brilliant) performances

It’s done he’s signed, hopefully the people in this forum stop talking nonsense about his attitude/commitment to the club

Chelsea Youth Twitter is probably one of the most reliable sources of information when it comes to Chelsea news and this seems to be source of the current hint that he has indeed signed.

Perhaps. 

But there's no good reason not to announce it if it's been signed.  In fact, one benefit of announcing is that Frank will no longer be asked about it every time he's in front a microphone.

Didn’t you know the club are waiting for the right moment to get a good bit of PR out. 

Edit: Or for the release of some new training kit in January.
