I think it's been a done deal for a while, his brother posted a picture on instagram basically confirming the move. Signing him has just been a painfully slow process, possibly due to concerns over his knee injury.

Cesc didnt want to be on the bench but did  job. I just feel that with bakayokos injury issues it wud be smarter to have matic as backup
